[QUESTION] Sim Card PVA

So my sim cards came in (i bought 3 to test) and when I pop it into my old burner flip phone it shows my number but when I enter it for the PVA , the text never comes. I don't have to activate this sim card right? I'm from the US.

Edit: 2 are Lycamobile sims and 1 H2O simcard

I've been looking into this and have been wondering the same thing. No one answered this guy back then so I'm giving it a bump now. Do you load these cards individually and if so which have the lowest activation fee? Thanks!
