[Question] Setting up a site pre-hosting?

I was wondering if it's possible to work on a WP site offline then once you have a decent amount of content then upload it to your host?

Any recommended free review site themes are welcomed as well as recommended hosting for WP for a low start-up budget. (Bib on ready to be fed.)
 
Yes it's possible. Just set up a local server and database and you should be good to go. Though if you're doing it solely for cost reasons, then I would suggest to just go ahead and get hosting. It's something you're going to need regardless so putting it off only delays you from implementing.
 
you can install WAMP or XAMP in your local server/computer and install a copy of website there.

After you finish done the website only you upload to your server :)
 
Yes it's mainly to budget cost's as I tend to lack dedication so I could see myself paying 1-3 months of hosting before ever getting anything started. I'll google later on local servers thank you for the quick response! <3

I would thank you too law but I see not an option to do so.
