As much as you know it is hard to rank for with SEO, the bid for that is also high. SEM is however guaranteed to send you traffic immediately if you do it cleverly. On the other hand of SEO, you can also consider to rank for long tail keywords. Even though the long tail keywords may not have lots of traffic, doing for several of them will start sending you good traffic. NOTE: That SEO wont be fast, dont expect instant results with it.

Depends what you are trying to do.
Quick thrash and burn sites in ephemeral niches? No time to SEM those. Build, link rank and bank Pure SEO as fast and nasty as you can make it.
Want a site to stand a better chance of long term success but with a painfully slow start up? Pure SEM
Want to roll the dice and try for a long lasting site but risk the odd slap on the way. Hybrid.
Until people know what you are trying to do, your competition, resources and ability, no-one can give a specific answer really.

Slow start ? I know a ebay seller they can do my site with the hard keywords at the first site of google in some hours.... And thats not slow
