I want to make a local directory website and charge businesses a small fee to list them on it. I like the look and design of an existing directory in a different region so is it possible to completely rip the design and layout and functions etc? I've tried using httrack and a host of other tools but it's far too complicated for me. If I approach a web designer how much should I be paying for this service? Thanks.

Well if tools and coding are too complicated for you, then yes you should hire a designer. Depending on the country he resides and the time he's willing to spend on your site, prices will vary a lot from simple to x100. We will need more infos to give you an approximate scope
