Question regarding Tiered Backlinking

Hi guys, I have a question to ask.

Supposed I am targeting my site to rank for "aircraft news" and "boat news".
I only direct Tier 1 and SAPE links to my site, with some direct link from Wikipedia.
For my tier 1, I use manual Web 2.0, with unique content, not spun content. All of these Web 2.0 have anchor text that links to my page.
For my tier 2, I use Web 2.0, Wikis, Social Bookmarks, Forum Profiles, Blog Comments, and Article Sites. All of this also have anchor text that link to my tier 1 pages.
For my tier 3, I use all of my tier 2 techniques, plus microblog, guest comments, and other things.
I use GSA SER for my tier 2-3. Tier 1 is created manually, but link from tier 2 to tier 1 is created by GSA SER.

My question are as follows :
1. In one of my tier 2, I use anchor text "boat news". If clicked, this will be taken to my Tier 1. In this Tier 1, the anchor text that will link to main page is "aircraft news". Is this OK?
2. Can you give suggestion for my tier building?
3. Currently I have 10 Tier 1 Web 2.0. Is this sufficient?

1. Why don't you treat that as 2 separate campaigns where as boat new is one, and aircraft news is another? each consists of their own 10x web 2.0 + SAPE etc.?
2. I think T1 is lacking of diversity. Web2.0 and SAPE aren't enough, you should mix them with blog comments, social bookmarks as well. This will make things more natural
3. Its hard to say if its sufficient. It depends if your competitions? If everyone has like 1000 and you have 10, then it is not enough. Whereas if the competition is weak, 10 might be enough.

3. All depends really - if you ranking with using 10 tier 1 then leave it. Some people have hundreds and some a few - all depends on a number of variables such as comp, local or global bla bla

So, I must treat it as a different campaign, then? Can I treat both keywords in the same campaign, to cut cost on SAPE and Web 2.0?
I agree with your assessment that my Tier 1 can get more diversity. I will also add blog comments and social bookmarks here.

Regarding the first question, I am just asking whether it is OK to have different anchor text on Tier 2 and Tier 1. Of course, I am using various type of keywords, including long tail as you suggested, LSI, and partial match keyword. But what do you think if my anchor text in Tier 2 is "airplane news" and in Tier 1 is "boat news", will it work?

No problem, but yeah, I would recommend mixing many different types of link and platform. For example, when we refer to 'blog comments', they should come from different blog platforms too, such as wordpress, blogger, drupal, joomla. you get the idea.

So, is it OK for me to have different anchor links? Or I must use only the "airplane news" and its related keywords (LSI, partial, etc.) to rank for the keyword "airplane news"?
And can "airplane news" get some link juice, although their anchor link is not "airplane news" but "boat news"?
I am a bit confused by this tiered link building. Is the anchor important? Or the link become more important?

What I suggest you is to use your main keyword in tier 1 and in tier 2 - 3 use long tail keywords, Also you should add different types of backlinks in your Tier1.

Let's say I am targeting for "airplane news" and "boat news"

My problem is I use unrelated keywords, such as "boat news" in my Tier 2, which are unrelated with "airplane news".
Will this damage my site? Or, it's just "not good" because it dilutes the keyword link juice?

When it is a matter of tier 2, It won't effect your site in any way. My advice would be to use more generic terms and diversify your link building.

I wouldn't suggest using 'boat news' and 'airplane news' all the way. Mix it up bud.

1. boat news can be:
fresh boat news
boat news
boat news 2013
{model} boat news
boat {model} news
boat news in {country}

Do the same for airplane news.
2. Then don't forget to mix it up with so call 'generic' anchor text; such as;

website
visit here
here
yourwebsitename

3. Use mix of uppercase/lowercase/normal
uppercase = BOAT NEWS
lowrecase = boat news
normal = Boat News
