Lets say I have a website with tons of content which use to rank well for certain keywords and then got the boot by google, If I was to make another domain and show the content from the previous domain on this one and did seo work for the new domain, would I be able to still rank the new domain or would google recognise the old wesbite?

why not use new original content and avoid repercussions?
might cost you some $$ but will be well worth it further down the line.

A Penalty is on a domain/site not on the content itself. What I would do is pull down the site and take take the content and repost it to the new domain. Then, start doing good quality link building and I think you'll be good.

Most people around have been doing exactly this since last' years penguin.. in most cases it is just not worth the effort to try to re-rank the slapped domain, but it is easier to reg a new domain and start over instead

just be cautios in the linkbuilding this time :)

You can use your past content but must be 100% copyscape pass to avoid a google penalty
