Question regarding deleted blog

I started my IM journey in January. I had a blogger blog back then, it was a personal blog and basically I had reviews of various stuff I used. Then I deleted it. Because I wanted to have a niche specific blog. I now have another blogger blog that is 1 month old and I also write on hubpages.
Now the problem is I want Google adsense. I am from India , so whenever I apply through hubpages it asks me to wait for 6 months.

My question is - Can I revive my old blogger bog and does it have the same value ? It had been deleted for 1 month or so . Is there any point of reviving it inorder to apply for adsense.
