For the 1st tier do each web 2.0 have to have 100% unique articles? cause I don't have the budget to buy articles. I planned to create like 20 web 2.0 properties and only one property will have 100% unique article while the others have spunned articles that are 60% unique.

The higher the quality of the tier 1's the better but spinning to 60% uniqueness should be ok. Just make sure they are still readable and good quality after spinning. Branch out from web 2.0's as well. Tier 1 links can come from any platform with a stable URL and diversity is a good thing in SEO.

Having unique articles will do a lot of good to your SEO. Why dont you try writing some articles? 60% uniqueness hsould b enough but if you can push that to a little higher it will be awesome. Try sentence spinning and then word spinning it will give you much higher uniqueness.

60% unique is fine, as long as they read well, and feel like they were written by a human. Don't forget that the purpose of this 1st tier is to act as a buffer between your money site and other links. You therefore want this page to look like a good manual/natural link.
Then you can build links to it, and if it ever causes problems, just redirect the link away from your money site.
