I think it's https://business.google.com, try putting it on your google plus page that is connected to your website.

Thank you for getting back with me, I already have my number on g+ for business, and as far as I can tell he doesn't even have a g+ for business and when I typed his number into g+ the only thing that shows up is one post on his personal profile. This is very weird. I did just remember that he does do payperclick. Do you think that might have something to do with it?

Definitely Local business schema. Remember, just because you have Schema tags within your website does not guarantee that Google will display them.

It's a good idea to have a 'click to call' link on all your web presence - your biz website, your Facebook page you YouTube promotional video- <a href="tel:555-555-5555">555-555-5555</a> this is how to make them clickable!
