Question on Creating Gmail account.

Not sure whether this is the right place to post but anyway my question is that after you have created a gmail account i always need to do phone verification with google. so if my account gets ban by google can i still use back the same phone number to do phone verification with google?

Try to create a gmail account and when you are being ask for a phone no, then refresh the page.

You might have to type in your information again - do this and proceed. After you have tried this 3-4 times, then will G approve you without the phone verification!
