Question: Illegal ways of doing CPA

Hello. I've just come to a fake website (hackfacebookpassword dot com) that is offering the supposed service of hacking facebook accounts for free. You just submit a facebook page (URL), and then fill a CPA offer to get the result. This guy should be making good money, because the world is full of dumb people that believe that this is possible, and he's ranking #1 in google.

As we all know, this is fake, so, these are my doubts:

1) No one is taking legal actions against this guy? I mean, facebook, or someone? or there's no way to do that?
2) Does Adscendmedia allow this kind of traffic? or they usually take the profits when withdrawing the money (cancelling his account)?

I'm new to CPA offers, that's why I have these doubts. I am limited to think about legit ways to implement this way of monetization but it seems that "illegal" ways to do it are allowed as well...

Facebook will probably sent a C&D if they find this site. I also think they tell u u can't have "facebook" in the domainname due to trademarks and stuff.

He will probably be hiding his referer before sending to the survey, so the cpa won't see where the traffic is coming from, thus they don't know that he is employing this method.

Maybe FB Is on its way to sue him.....

he didnt buy the reviews, hes using rich snippets, look at the code.

Well, this is a very risky business he's doing right there.
Not only does he risk getting a C&D from Facebook but he also runs the risk of not getting paid by the CPA networks.
By the way, he hides his traffic by blanking the referrer so the CPA companies see nothing.

It's just a matter of time before he gets banned.

blanking is old school, highly questionable and suspicious.
He is probably redirecting traffic to look like it is coming from whitehat page with regular offers.
