Hi there, everyone! I need some help. Specifically, I have been looking for some seriously needed advice towards PayPal limitations. So to start from the beginning, I run a service where me and a business partner develop software for our clients. We're trying to aim for anonymity so we need stealth PayPal accounts. I use all the same methods.
US-based PayPal accounts are used.
First I have an RDP and I use the same IP and cookie data as any other time that I log in.
I age the accounts for at least 30 days before starting to take payments.
I don't add any VBA's to the accounts as originally I didn't know where to get them for US PayPal accounts. I just get VCC's from SecondeyeSolution.
After receiving my first $1,000 in payments (approx. $25 to $50 per payment), my account gets "limited".
Payments vary on what customers want, obviously. We sometimes reached anywhere from 5 to 10 payments within a week. That might not be much for a lot of people who do business here, but it's a lot for us. And, for some reason, with as little amount that's fluctuating within our PayPal accounts, we get limited. Now it's not a hard limitation or anything. They don't ask for ID or invoice proof. It's weird. We just can't take the money out.
More specifically, these accounts are used as "payment holders" before we send the money to the main account where we then withdraw the money. As I said before, these don't seem like hard limitations as PayPal themselves have stated over the phone countless times, "There doesn't appear to be any limitation on your account. However our security just isn't letting the payment go through. We're not sure why." When asked what's causing the problem, they respond with: "We're sorry, but our system runs over 200,000 checks on each transaction. There's so many and the reason for that is so that we as employees don't know what's causing the errors in order to circumvent and abuse them."
I ask them how I can get my money back and they just tell me the same thing: "Add a bank account and withdraw it." The issue with that is the fact that the account information is fake; hence the "stealth" about the account. This seems like somewhere between a soft limitation and a hard limitation. So, I was tired of it. I created a UK PayPal account with a UK IP, valid UK address, etc. It's currently being aged. I'm waiting for about 30 to 40 days before doing anything. I'm also thinking about getting a VCC and VBA from SecondeyeSolution but I'm unsure if this will help prevent limitations. I'm not referring to hard limitations. Those can be dealt with by ordering Photoshopped documents from SecondeyeSolution as well, so hard limitations aren't really a concern of mine. My concern lies within the fact that, allegedly, their "security" prevents me from sending any money to any other accounts when I reach a certain threshold.
I've dealt with PayPal for many years and it's been nothing but frustration for me. But since PayPal is the most widely used virtual payment processor, I can't just stop accepting it. I need to find some kind of way to prevent these "soft" limitations. They seem like soft limitations but from what I understand (unless this changed within the last 2 to 3 years) PayPal's soft limitations usually go away after a few days. The errors when trying to send payments have not gone away for a while now. If there's anyone that could provide their input on this situation, I would be grateful. Also, is it smart to invest in a VCC and VBA from SecondeyeSolution for my UK PayPal once it's old enough?
I do apologize for the giant wall of text. This situation has me frustrated on so many levels. I'm running a legitimate business and PayPal is making this so difficult. I don't want to use my real information because I'm concerned for my privacy, obviously. I'm sure everyone here can agree on that. It's not fun just handing your information out to someone for an intangible service like freelance software programming. It's not that we're scammers. We do offer refunds within a window of time if our customers are dissatisfied. It's just that some of our customers don't exactly understand or read our Terms of Service and try to chargeback without talking to us first. We're reasonable people. We're not trying to ruin lives or steal money. If within good reason, we'll provide a full refund. But PayPal still wants to mess up our sales by limiting our accounts.

Type of "Limitation":
- PayPal doesn't ask for any type of identification.
- PayPal claims they don't know what causes the limitation and says that their security runs 200k+ checks on each transaction.
- The limitation does not go away under any circumstance, regardless of amount of time passed. (As of posting this, it has been roughly 25 days since the "limitation".)
- PayPal says that there isn't any type of limitation placed on my account (e.g. hard limitation or soft limitation). Apparently they can't see anything wrong with my account.
- Money can't be sent to ANY account. Not my main PayPal, or any other accounts.
- I can't refund my customers who ask for it due to this limitation. The way I work around this is, when it says my refund failed, I choose to go to the "classic" version of PayPal's refund page and it works! Why does the "classic" PayPal refund page work but the new one doesn't? Either way, I was able to refund customers who requested for it.
- I do have a VCC on the account, purchased from SecondeyeSolution.
- No bank or VBA is on the account.
- Email on the account is verified.
- Address is valid; not a fake/randomly generated address.
- Account has been aged for 30+ days prior to accepting payments.
- I didn't reach my maximum receiving or sending limit.
