If someones payment method is from a different country then main ad accnt, it won't work correct?
How do some people make it work?

You just answered your own question, make the payment method match the ad account's geographic location.

Yes. It is mentioned a lot of times and proven by long time peeps who does fb ads. I have numerous clients in the past that has same problem as you. Their ad accounts keep having problems because their vps location and their payment method + ad account countries doesn't co-relate to each other.
