Local citations works great for local keywords & map ranking. It's better to use unique content on each citation if you can.

It's up to you to search and discover which are the best, but one little hint: the more international, the better since Google, tends to give too much credibility and reputation even to barely used services in certain countries (like Yelp)

Yes local citations works very well when you talk about the local seo. It helps google to understand the NAP for a business, so I would highly suggest you to target citations. And regarding the contents you need to use unique contents for that, I suggest avoid using duplicate contents. In the end it will improve your map rankings as well.
