4g is the way to go. But buying one is not going to be cheaper. You can create yours for one time investment, runs cheaper in the long run.

4g expensive
resi ipv6 cheap (but you need to make sure the provider doesn't get proxies abused and etc if they are shared/rotating)

you can find someone who have built up 4g and share the proxies with him( sometime maybe he only using the proxies on fb then you can ask him to share it on instagram, that will be good idea)
go to market find it.

You should use residential or mobile proxies. I personally use BrightData.
