Question about youtube base on viewer country?

Does youtube paid more money if the viewer is from tier 1 country rather than tier 3 or 4? or it just base on amount of different viewer only?

I ask this because saw people in my country got like a lot view but get so less money since they provide content in non English.

No need to talk about people who click ad or skip am asking only viewer base on country.
