Question About Your GSA SER Setup

I have a question about your GSA SER set up. This is actually a two part question.

Let's say you have your Tier 1 projects....you have Tier 1: Site A, Tier 1: Site B, and Tier 1: Site C, all separate campaigns. Instead of doing three separate campaigns, does anyone do one campaign and just include the three URLs one one campaign?

Second part of the question, this is assuming you use the first model (Tier 1: Site A, Tier 1: Site B, Tier 1: Site C) do you set up exclusive Tier 2 and Tier 3 for each campaign...or do you set up one tier 2 and one tier 3 running blasts to all of the above.

Why not conclude all 3 tier at once.
