Question about web 2.0

can it penalize my website if all backlink content (70 links from web 2.0) from a package backlink are all created the same day?

It depends on the quality of the backlinks. There is no hard & fast rule about how many backlinks you can create a day, as long as those links are created in a safe manner, which means that as per Google's algorithms & Google’s Webmaster guidelines, you’re not participating in "link schemes".
Google’s Webmaster guidelines clearly states that using "link schemes" like paid links, cloaking, doorway pages, hidden links, etc as a way to create more links per day to manipulate PageRank is a violation of its terms of service.
Ideally, always get high PR (PageRank) backlinks between PR7 to PR10, as these are the safest backlinks to get without any worries about a penalty because high PR sites have demonstrated trust and authority online, as per Google algorithms.
About backlinks, remember that it's all about quality, not quantity.

You'll be fine. It will take you 6 months to get them indexed anyway.

Its depend on the quality of the web2.0. And If they have noindexed tag that would nothing to your site. So you don't have to worry about it.

So, Google dont Care about date of when its posted? Only the date when its got indexed?

It's ok. But it depends on the quality of Web2.0

Yup, the problem with these sites is the indexing.... Add 2-3 articles per web2.0 add some video content just make it look like someone created the site for journal.

Whereas it is possible to detect when a page/backlink was created (Schema, http header data etc) this information is far too easy to fake, so would be extremely poor data to base anything on. What Google can look at though is the date their crawler first encountered the page/backlink.

I don't think so.
You shouldn't do this kind of link building so fast anymore. But I don't really think you will get penalized for this. So, just make a conclusion and keep on working
