Question about VPS's

Ok, so I'm thinking of purchasing a VPS plan with preinstalled SEO tools, it'd be my first time but my question is: Do those that come with SenukeXcr, MagicSubmitter etc etc do they come with like a pre license? or do you still have to purchase licenses for all of them?

I mean, I thought a VPS meant that it was preinstalled with all these SEO tools ready to be used not that you have to purchase them and then you'd be able to use them there.

Pre installed means the programs are already licensed and installed on the VPS. However, they are either cracked or shared with all the other vps users.

I am using bhsvps. You dont need to purchase any sofware. But softwares are shared. They are all licensed i believe.

So, like if I understand correctly isn't that against most of the SEO's tools policies? what are the downsides?

I believe the providers in question (those with licensed software) have been able to buy some sort of corporate license, which allows them to do this.
