You have to talk with carriers. They can provide you cheap numbers if you sign up with them. Each country has different carrier agreements. There are also some Virtual DID wholesalers if you don't want to deal with carriers. For PVA you many probably better need a SIM card wholesale provider than a wholesale DID carrier and the capability of activating SIM in the country.

I'm amazed with people willing to start businesses and they don't even know the most basic aspects of such businesses... Why not starting a business on something you really have knowledge of and a little bit of know-how that could make you stand out easier?
