Can you please guide me about TTS Voices Commercial Use

Eg. If we talk about big companies like ivona, neo speech, their license costs $2000 or more

Is their any way to use any voice for commercial purpose, which costs $150 or less or any free voices available ?

and can we use MAC / Windows Default voices in our Youtube Videos ?
