Question about tiered link building.

Hi, I'm not grasping some basic things about tiered link building, and would really appreciate any clarification.

So as I understand tier 1 will be links pointing to the money site.
And then tier 2 must be links pointing to tier 1 links, but what are they actually linking to (what will be there URL).. is it the URL of the page the t1 links are on?

and if t2 was comments articles etc would t3 point to the page they're on?

(sorry for the very noob question, it just seems odd to me pumping links to pages with other links on it?)

My other question is when people say for example: tier 1 = 50 links, tier 2 = 500 links pointing to tier 1, tier 3 = 5,000 pointing to tier 2

would this example mean that for every 1 of the 50 t1's it has 500 going to it (50 x 500 = 25k links in total), or would it mean 500 in total thus 500/50 (10) to each t1.

ps, I have used the search function :P maybe I'm just stupid but this is the sorta nooby stuff they don't seem to clarify because I guess people already know it lol. Cheers for any help

I link from tier 2 to home page and inner pages too even those i don't need
 
In tier link building you link to the page the url is on. For web 2.0s you can also do the homepage if the link is on the homepage of the web 2.0

They mean exactly what they say, not 500 tier 2 links for EACH tier 1 link.
