Question about tiered link building

In tiered link building do I need to index only the lowest-tier links from where Google will crawl upwards to the upper tiers and eventually to my main site?

(Example: If I build 3 tier link pyramid with the 3rd-tier links mainly consisting of blog comments and directories, do I need to only index them? Or do I need to index the web 2.0 properties they're pointing at too?)

Also, in the case of tier 2 blog comment links, when I comment on a post that's already indexed do I need to still submit the post containing my blog comment to the indexer in order to make Google re-crawl the site and discover my blog link?
 
Index them all ... it would give u good results rather than juast focusing on only one at a time

Can I blast only follow links tier 3 links?
Or do I need to maintain the 60-40 follow nofollow ratio on this tier too?
 
Fore sure, index all the backlinks you build. Starting from tier-3 to main target.
You surely will not do worse :D
 
it's generally a good idea to index all the links you create, including those in the upper tiers.

As for your second question, if the post you commented on is already indexed, there's no need to submit it to an indexer.
 
it is good to maintain 60 - 40 ratio of links. however no follow from low quality links is not as effective as the ones from authority sites
 
Most of the blog comments were no follow links. Then there is no point in using the indexers. If they are follow links, you can try the indexing services. So you can get some value.
 
Index them all from the lower tier to upper to gain best outcome
 
Wait for some time after building the links, some get indexed naturally. So you can put all other ones into indexers.
