before i buy it i just want to know that i will be able to apply it to my website.

what do i have to check to make sure i can do that?

This is a template, not a theme.

How is your current site built? In a CMS?

This isn't applied to a CMS.

No mine isn't a CMS and how would i apply this to my website?

It 's an admin template - you don't "apply" it - you need to know how to code html/js to use its elements.
