Question about shit list

One of the seller is scam me, I paid him for service and he not deleiver it and when I ask him for the refund he just lying on me and just ask many times for more time to refund and he never refund.

According to the shit list rule
"Screenshot proof that you informed the other party of your intention to shit list them 48 hours beforehand."

My question here is how I send him notification for the shit list?

Send them a Direct Message on BlackHatWorld saying "I will open a shitlist thread against you if we cannot resolve this within 24 hours" (for example, you can make it 8 hours or 12 hours or give them more time if you want). You can copy/paste the same message to skype/telegram/discord if you want to be sure they see the message. Just take a screenshot of that message sent to them.
