Question about SERP

If I have keywords which have difficulty below 5 with good US search volume and around $1 - $4 CPC according to the Ahrefs but in the SERP all ranked at top 10 are authority sites which have more than 70DR.

Is it hard to rank a site for that keyword?

Never rely any keyword competition tools. They are more or less not correct. Always manual check on top 10 results and see if you can stand a chance. Their content quality, length, on-page SEO factor, title optimization blah blah.

You may can outrank authority pages, especially when the page with 0 backlinks from other sites. It may be not always the truth though.

If there's a bunch of authority pages on the first page, that could be somewhat challenging though, especially if you want to gun down the top 1-3 position, which is the most lucrative for conversion.
The only thing that you can try outdoing would be to channel more authority to your site, and that could help you top the scale in your favor.
Having a very good user engagement ratio would help in that aspect as well.
 
Almost all keyword research tools are not 100% accurate when it comes to the reports they're releasing. Just Google everything manually, just like what terrycody has mentioned.
 
Don't worry about DR. There are many other factors that influence google ranking. I think it's low competition keyword.
