Related to Quora campaigns

Sorry if my question sounds a little offtopic.
I became very interested in online campaigns on Quora. This is why I read an article on How to make 25$/day with quora (link - https://www.blackhatworld.com/seo/guide-how-to-make-25-day-with-quora.1118458/#post-12040763)
I basically reached through all the steps, but I really don’t understand a few things which I am hoping you could clear out for me.
1. Writing the content – I understand that I have to post my content on quora and make people interested.
2. I use 10khits/other to get people to click on that quora website
3. I use microworkers/other to get upvotes
My big question: the topic presents payments that the author received. I am deeply sorry if its an obvious thing for you professionals of this forum, but I tried doing the campaign and I only reached the point where I was supposed to pay quora to get my ad on other websites.
Obviously, before somebody pays it will take time. No doubt!
I am sure that you already see where I am making mistake – sadly I don’t. I would appreciate if somebody could “give me a hand”.
