if I'm using a Web 2.0 as a tier to my money site, after making a post do I send automated back links to that specific post or to the entire Web 2.0 naked URL?

Use the post url.

A lot of people also send 30% to the homepage and 70% to the post url.

Sending some links to the homepage will help a lot if you have multiple post.
