are you asking if you can run ads from 2 or more accounts to the exact same url?

yes you an but it might get your account banned if you're running 2 identical setups, which is circumventing systems according to the "rules". But having multiple accounts is totally common.

So, when one ads from 1 manger stops, the other manager can start a campaign to same url without raising any eye brow?

depends on what you mean with "stops". Do you mean one account was banned or under review?
