Thats just to cover them, they have to write that. 99% of ogads users do fake niches.

I just asked my manager of the website which type of Fraud are not allowed and his answer was None.

They are 2 different things .
By Fraud they mean fraudulently generating leads by hiring microworkers / doing it yourself with proxies.
You’re allowed to promote everything under the sun , unless it’s adult content. So, Yeah blackhat niches are 100% permitted.

What about redirecting users to the offer page instead of showing the content locker? Do they allow such methods indirectly?

If you mean direct linking, then that is not allowed and could get you banned. They just rolled out beta direct links for pin submits and emails for NET-7 publishers, you might want to look into it. Better contact a manager there as they’re pretty helpful.

No network will say that accept fake niches but they dont mind using it if you make them money
So just say you use whitehat niches and do your stuff
Its like offering bribe to cops ,no one will say he want it but of course he want it because it fills up their pocket
