Ur is page rating. Dr is website rating. Make them stronger by getting high Ur/Dr links.

Do you mean the pages that i get backlinks are weak but the domains are strong, so to increase UR I must send some backlinks to pages with backlinks to my website?

If it's free, or only a couple of dollars, get it.
Unless it is related to your niche and gets traffic that may pass to your site. Then it's worth more.

Nobody can asses the value of your backlink profile based on numbers. We would need to see the links, but you'd better not do that here. At least your backlink profile seems whitehat, so maybe that's fine.
