The website claims that you can send money with a limit without verifying your identity, but whenever I Try to send money it gives me a "verify your ID before you can enable this feature". any help?

I need to make a payment to someone for a product through Playerauctions. Not sure if it would work through the site yet, but manual sending money is not allowed to me.
