Question about managing multiple accounts

If I have 15 instagram accounts, manually managed. Are these safe?

1. Use 3 phones, 5 accounts each, but same wifi network.
2. Use 3 phones, 5 accounts each, but same each phone a different 4G SIM network.

I believe "2" is safer, but wouldn't Instagram know you are probably one person by detecting location or something?

You can disable your location and 2 is way safer than 1

What do you suggest then? Should it be 3 accounts 5 devices?

I think I'm gonna post and interact on it like a normal person. Nothing like mass follow, unfollow or unusual stuff.
 
15 accounts on one network are as good as bidding them goodbye even before getting started.

Option 2 is much better(not the safest) but since you're nowhere close to spamming, you should be fairly good to go without getting much trouble from IG.

5 accounts max per one device/net
 
Even with #2 option instagram can still tell that all the 15 accounts are being managed by one handset. So you gota take care of that as well.
 
Instead of buying 3 different 4G SIM for each phone, buy a data plan and run the accounts, you could also go for 4G mobile proxies. So the case would be 3 phones + 5 accounts each + 1 4G proxy subscription with rotating IPs. If you buy rotating proxies, you can create at least 15 accounts with one single subscription without worrying about managing sim cards, etc.
 
I'd go for number 2. Putting the accounts on the same wifi network is risky since, if one account gets banned, all other accounts running on the same IP address will get banned too.

Hi! If you go in the same spirit as you described, then perhaps everything will work out. Option 2 sounds safer, but still be vigilant.
