The real answer is to use your mobile phone with the data plan it came with. Then you will have to use some sort of app that can alter the device ID, gps etc... There is a lot IG can track. Browser accounts are usually low quality. Most proxies are terrible at making accounts as people exploit them.

The best way for registering a lot of accounts would be to use a script that registers accounts with Instagram's private api.
As a rule of thum, the accounts should be used in same location IP using various UUIDs, Authorizations and other headers for the session. When location is changed then some accounts would require login and having an email attached to the account can help with this situation
