Question about legality

Hey BHW! Although I'm new to posting on this forum, I have been searching and reading a lot lately and am wanting to start my career as an IM. I have a really quick question concerning the legality of something.. If I were to create a fake internet contest (ie: "win a football jersey"), would it be considered fraud? I'm not going to be charging anyone anything, only taking down information with a little disclaimer at the bottom of the page saying something along the lines of "This offer does not exist", hidden within a lot of other BS. You guys have helped me a lot so far and I am excited to hear from the masterminds within this forum
