Question about leaving comments

When leaving a comment on a blog or news article is there a way to tell if the website allows links and/or html?

Also will it still count as a backlink if its not clickable? Like if I type in xxx.com instead of www.xxx.com

If it's not clickable it's unlikely google will count it. In terms of if a site will or will not let you use HTML, it usually tells you.
 
I've been doing a lot of news article commenting and none of them tell you so I waste 5 minutes typing up a good comment for it to just strip out all the html
 
Most sites allow you to put your URL in and it links in your name....just put your name as the keyword you want to target.

Well, I would look from the other comments in the same or other posts on the site. It should not be difficult to see quickly weather or not links are allowed.
 
Unless your link is actually a link, it doesn't have the same impact for Google. Emphasised forms of text are considered more "important" - so for example, if you write something in bold or italic, Google will pay more attention to it. By the same token, if it is a link then it should be clickable, and for ranking purposes this is what you want.

Also, as has been said, if you put the keyword you want to target in the "Name" or "Your Name" box, and enter your URL in the "Website" or "URL" box, this is a neat way of getting an appropriate link on a worthwhile site.
