Question about inner page structure for GMB with multiple categories

A GMB local map pack question
I've been wrestling with
for a few weeks:

Suppose you are Tom, a juggler with a GMB in Dallas TX.
You perform at private parties, festivals, corporate events, weddings, etc.

You recognize that it's best to list all relevant categories
rather than just one, so you've got:

- Juggler (primary category)
- Event Planning
- Wedding Service
- Corporate Entertainment Service


Anyone in Dallas searching 'juggler for wedding' or 'juggler for corporate event' should see Tom in the map pack.

Tom's GMB listing points to his landing page jugglertom.com/dallas-tx-juggler

Under different headings (mirroring the GMB categories) of the jugglertom.com/dallas-tx-juggler page,
Tom targeted as many keywords as he could for juggler, event planning, wedding service, corporate events, divorces, funerals, etc. (organized in different sections on the page).

So far so good (I think).

I understand that Tom should expand his website as a whole bunch of content related to "juggler," "event planning," "parties," "weddings," "corporate events" and so forth.

Here is the question!

Question 1:
When Tom publishes a blog post or page focused on weddings,
should Tom link from the jugglertom.com/dallas-tx --> to the /blog/unique-ideas-for-wedding-reception

Or should Tom link from /blog/unique-ideas-for-wedding-reception --> to jugglertom.com/dallas-tx ?

I'm pretty sure it's the latter.

Question 2:
However, my situation is that I've got a couple non-local informational specific posts/pages that outrank my city page! (money page)
E.g., my /blog/unique-ideas-for-wedding-reception ranks well in google but my /wedding-entertainment (the real money page) is not ranking in google.

Question 3:
Tom serves Dallas and Houston.
Tom has /dallas-tx-juggler (his GMB site points there)
and he also has /houston-tx-juggler (his Houston GMB points to that page).

Each city landing page is optimized for both corporate event entertainment and wedding entertainment service (and more).

Tom also has a non-local /corporate-juggler landing page. All about corporate, nothing about weddings.
Tom has a non-local /wedding-entertainer landing page. All about weddings, nothing about corporate.

How do you interlink them?

Do you link from the /corporate-juggler to each city page?
With, for example, an Areas Served at the bottom of the /corporate-juggler.
And, likewise, link from the /wedding-juggler to each city page with an Areas Served?

Or do you link from /dallas-tx-juggler and /houston-tx-juggler
to the /corporate-juggler and /wedding-juggler pages?
In which case, the Dallas visitor searching for a corporate juggler near me lands on /dallas-tx-juggler
and then clicks the corporate events link on /dallas-tx-juggler and is directed to the "corporate juggler" page, all about corporate events.

Or do you link both ways?
