Question about hiring writers

I am planning on using a service such as getafreelancer to hire some writers to write/rewrite. I am looking to hire about 4 writers and having them submit about 2-3 articles a day.

I know that once you accept the bid(s) on getafreelancer the contact information is than exchanged but do you pay them immediately once you accept the bid or only when you accept articles from them?

Also what fees is associated with getafreelancer? At this point I am just looking for writers, do I have to let them start working immediately after accepting?

would this be the best service to use to get writers? Any pros and cons I should know about outsourcing?

use freelancer or odesk to get freelancer much simpler interface on my opinion
