Question about Google penlized domain

Hi Guys,

My client is having a domain with extenstion .com earlier it was penlized by Google.

My client didn't use the domain and made a new domain from same his country specific .com.sg

I'm ranking his site on 1st page with .com.sg domain.

Now the question is he wants me to rank with his penlized domain which is .com and not in use in Google.com

Should I use that domain? As he is telling me to do so,because he is having good reputation from that name.

Should I tell him to register new domain?

What to do?

From my past experiences it would be very hard to rank already penalized domain.

How about deleting all the website content and start a fresh one?

I'm thinking to start a new website,since it's penlized and closed from two years. Domain has nothing except brand name.
