Question about google adsense

The download links wouldn't be on that page, and the page pretty much would be completely authentic however maybe converting traffic after clicking would cause issues because they're not actually there for that content?

They seem to be doing almost exactly as I stated in my OP, creating 1 - 10 pages on a website and just sending traffic there. I'm sure they're aware of it, but if sites are getting away with it, how?

If they have lots of useful content on their sites then that's why. A 1 or 2 page site isn't worth anything to a visitor and not to Google. How about other similar programs that aren't so strict. Is it worth trying, or keep your account
