question about freelancers in fivers - without specifying names

seems that are a lot of noise and junk in fiver and lots of indians offering you 1M backlinks for 10$, well anyways.

some of the top rated seller im very curios , would like to get your opinion,
not sure if I want to post their link here , buy anyways im trying to decide if its worth it

they have packages starting at around 500$ that offer 300 links , they don't exactly say how many of them are which domains.
what they only mention is that some of the links are contexutal backlinks , Drip over 20+ days , web2.0 and social

they do have however some very high rating . is it worth a try or risking my site? im very affraid of penalty.

also what does web 2.0 mean?

Reviews are bought so be careful before buying anything

There are a lot of non pbn offers there.
