My first question is would it be easier to get an add accepted by Facebook if it were directed to a Facebook fan page?

Second if so, if I got someone to design me a page would they be able to place an affiliate link in the page and would Facebook accept an add to it if it had an affiliate link.

You could always add the affiliate link after the ad has been accepted by Facebook.

I do not know anything about fmbl, I wanted a designer to put in a banner add on a designed front page for a fan page.

As far as I remember, you cannot have a custom fan page tab (iframe) as your landing page. Making the feature pretty much useless. However, just recently you could direct FB ads to the specific tab if you wish but I am not sure if that is still possible.

It should always be easier to get an add accepted if it's going to a facebook property and not out on the web. I haven't run into any problems with my ads in the past, but I haven't run any in 2012 yet either.
