Question about Events on Facebook

Hi,
Quick question on Event promotion on Facebook. Can i invite people on Facebook through there ID's . Or if i am not friends with them is the only way to invite them to a group to have there email?

Any advice would be much appreciated

I use to have a bot that would let me invite any ID to events. This was shortly patched though, so only emails work. >_< Damn you FB!!!
