Question about EDDM from USPS

I am trying to advertise to a neighborhood in town and was looking at EDDM from USPS. It seems I can only do it by postal route. I found the route that covers the neighborhood but it also covers a lot more than I need. It doesn't look like I can do a partial route. Is that so? If not, is anyone aware of any other options?
