Question about creating linkweel and avoiding footprint

I would like to know if while creating a linkweel ,faking the whois and using different IP hosting is enough to do for avoid footprint,

Aslo is using design not exact but with a lot of similarities can be a footprint

Honestly, I've never done it. Haven't had the need to do it, but if I do it, this is how I'll do it.
Think how natural link wheels are created. Example:
A news site refers to you
Another news site picks up the article and refers to you and the article.

.
Replicate that. Hints: Unique high quality content. High authority and trust.
