Question about CPA application

When you are applying for CPA networks and they ask you how you are going to market their CPA offers. What do you say especially when you don't have a website? My first thought was CL, FB, email marketing but it seems their TOS are against all those. Some help would be appreciated. Also if you promote the offer through CL and don't post the link in the CL ad but instead send it to them in am email is that still considered using CL since you didn't actually post your CPA link on the CL ad?Thanks

Just tell them you are using media buys to drive your traffic to the offers

Tell them your going to go with paiod traffic and site will be made according to landing page.
