ok so, I stumbled upon this keyword
'credit card processing for small business' 1300 EMS 21.51€ CPC

as you can see there's one poorly optimized site with 280BLP that has taken the #1 spot over authority sites with tens of thousands of BL and domain BL

some of the sites in top10 aren't even about the right subject for this long-tail keyword

so my question is how hard would it be for optimized site to get inbetween there?

Have you actually have a look at the PR and the BLD of the page?
Man, that is serious competition. You won't be getting ranked #1 anytime soon for that keyword.

The things you must consider are (in this exact same order) Page PR, DMZ & YAH and BLP then you can bother with stuff like title and url match.

PR means a lot when it comes to competition. Also, Google gives way importance to DMZ and YAH listing (there is a Matt Cutts video on this subject) and if the page have PR 5, of course the links pointing to the page (BLP) and inner links are strong, probably have lots of PR 5+ links.

I don't bother with such keywords. If I see top 5 sites with PR over 3, I just move along. But, you could try to rank for the keyword if you are thinking in long term ROI.
 
As well....have a look at on page SEO on your competitor sites...if that is strong then clearly - no go!
