Question about cloaking presell page for ad networks?

I was in a meeting over Skype with the VP of an ad network. Well I asked him about a CBD offer, he asked where I found it at. As he was sharing his screen he clicked on the ad I was referring too being ran through them. It showed a different one then I was seeing. The one I see is Shark Tank endorsed CBD. However, it was the SAME ad.

How do we cloak like this? Where the ad networks won't notice it?

I am thinking maybe they are cloaking based on location and cookies or something..
 
it can be:
-location redirect
-testing ads or landing pages
-simply testing offers
 
Is there any Ad network for Tech Support that allows or supports the Cloaking Technique????
