Question about Broad Keywords

So I'm doing keyword research and my keyword is 33,100 broad local. It is 9,990 exact local.Which means I'm missing 23,110 local traffic. My question is how do I extract the other keywords from my broad keyword traffic to compete for those in exact seo?
 
You do not understand keyword research at all.

The broad total is the number of searches in your country based on all permutations and synonyms of your keyword. If your keyword were"Cessna Airplane" then a broad match could be as unrelated as"Bell Helicopter". These keyword phrases are only related across the broadest of commonalities, they are both aircraft manufacturers.

The exact local total is the number of people in a country that use that exact phrase, no comonalities, and no synonyms. An exact match for "Cessna Airplane" will include "Cessna Airplane parts", sales, painting, rental, and so on. They will not include Bell helicopter anything.

When you do keyword research, you use the broad search to find related terms, and then search these terms in exact or phrase mode to find out actual traffic.
 
Broad match is good for generating LSI keywords.
 
Since Keyword Planner isn't showing that stat anymore which keyword tools do? I'm looking into Keyword Country; any thoughts on that one?
