When you run blackhat ads how many safe pages you need? And for locations do you do different locations on one campaign or you do different campaigns?

you can start with one white page and you can rotate it when you feel like it's needed. And you can do multiple locations per campaign. You don't have to do one location per campaign, it's pointless.

Prepare a few clean/safe pages. You always need to have some just in case. As for locations targeting multiple GEOs on the same campaign is not a problem.
